Description du poste / stage

A vacancy for a Programme Control Officer (h/f) has arisen within Airbus Defence & Space in Toulouse. The successful applicant will join the Imagery Programmes and Production organisation and report to the Head of VHR2020 Programme.

Airbus has initiated the Very High Resolution (VHR) optical continuity programme, so-called “VHR2020”, to ensure the continuity and the growth of its commercial services based on optical geo-information data thanks to 4 new Earth Observation satellites.
This programme, which is categorized as GOLD in Airbus PMP, is managed by the INTELLIGENCE business cluster of Airbus DS CIS (CIS-INT) A team is organized within CIS-INT to drive the VHR2020 programme in close coordination with Space Systems which provide the satellite constellation and CIS Secure Communications which provide the Space Data Highway solutions and services. CIS-INT is recruiting the VHR2020 Programme Control Officer, having certification and experience on Gold level projects, to animate the Project Management Office (PMO) of the programme and to support the VHR2020 programme manager.
You will support the VHR2020 programme manager on a daily basis in the organisation, the consolidation and the animation of the programme:

  • Contributing to the definition, the implementation and the execution of the management processes, guidance and metrics adapted to the programme,
  • Consolidating and maintaining a current overall status of the programme and contributing to its reporting,
  • Managing the preparation of programme Maturity Gates.

This position will require a security clearance or will require being eligible for clearance by the recognized authorities.

Tâches et missions principales, responsabilités

Your main tasks and responsibilities will include:

1/ Supporting the Programme Manager in the organisation and in the animation of programme management activities; contributing in particular to the following:

  • Setting-up guidance processes, rules, metrics and tools adapted to the programme context (e.g. coordination meetings, steering/arbitration committees, KPI’s, etc.),
  • Selecting and implementing methodologies and tools for the programme configuration management, - Formalising programme set-up,
  • Consolidating the financial status of the programme (actuals, forecast, contingency budgets, etc.) with F&C,
  • Elaborating regular programme status report for escalation reporting,
  • Preparing programme steering meetings, and in particular monthly programme reviews, and publishing minutes of meetings.

2/ Leading part of the management processes:

  • Implementing adequate Lean management methods (Obeya, VSM, etc.) at all programme levels,
  • Managing programme action items,
  • Tracking action progress with all VHR2020 work stream managers,
  • Supporting the management of programme resource needs,
  • Collecting progress reports and KPI’s from VHR2020 contributing projects,
  • Computing programme KPI’s and measuring deviations vs program objectives,
  • Performing programme risk management, consolidating risk portfolios of VHR2020 sub-projects,
  • Managing the organization and the preparation of the programme Maturity Gates,
  • Supporting the VHR2020 System Manager in the consolidation of the programme development status,
  • Attending coordination meetings of major VHR2020 work streams and sub-projects,
  • Measuring the progresses and report issues at programme level,
  • More generally, measuring and controlling the progresses of the programme and of the induced sub-projects,
  • Supporting the checking and analysis of schedule adherences, and identifying the transverse issues,
  • Contributing to the programme development consolidation and reporting.

This role will involve some travel for business and as such you must be able to travel accordingly.

Compétences requises

  • Educated to 5-year degree level (or equivalent) in a related discipline,
  • At least 10 years of experience in programme management team,
  • Familiar with PM management and Maturity Gate processes,
  • Participation to GOLD programmes with attached PM training and certifications,
  • Knowledge of Satellite Earth Observation systems (functions, performances, development) would be a plus,
  • Strong synthesis and communication skills,
  • Used to make reporting to management,
  • Methodical, pragmatic, reliable,
  • Team spirit,
  • English : advanced level,
  • French : fluent.
